Those are weird. If you make them your background on your web site you will drive people insane!
I hate things that jump all over a web page. They are too distracting! Ads do that a lot. They want you to notice them but all they accomplish is to make you pissed that the web site allows them there. It makes a negative impression of both the company with the ad and the site allowing the ad.
